a. Reviews the available plans and specifications. A parametric cost estimate may be generated if the plans are still in the conceptual stage.
b. Sends queries to the designers so specifications and details are clarified. 
c. Generates the Bill of Materials for purposes of Permit, Bank & Insurance.
d. Generates a detailed  Budgetary  Cost Estimate based on the bid plans. 
e. Facilitates in the bidding of contractors by preparing bid forms, sending bid invitations and bid instructions. 
f. Evaluates the bids and submits to the owner the Bid Evaluation Report. 
g. Facilitates in the bid clarification for bidders to come up with the best offer. 
h. Assists in the negotiation and award.
